Italian companies and public administrations with more than 100 employees at a local unit in a regional or provincial capital, a metropolitan city or a municipality above 50,000 inhabitants must appoint a company mobility manager and adopt a home-to-work travel plan (PSCL) by 31 December each year, then send it to the municipality within 15 days. The plan starts from an employee survey and sets measures to reduce commuting by private car.
Who must comply
Article 229 of Decree-Law 34/2020 and the interministerial decree of 12 May 2021 require companies and public administrations with more than 100 employees at a single local unit to appoint a company mobility manager and adopt a home-to-work travel plan (piano degli spostamenti casa-lavoro, PSCL). The duty applies when that local unit is in a regional capital, a provincial capital, a metropolitan city or a municipality with more than 50,000 inhabitants.
The threshold is per local unit. People employed by other companies who work at the unit every day, for example under a service contract or a secondment, count towards the 100.
The plan and the deadline
The PSCL is adopted by 31 December every year and sent to the municipality where the local unit is located within 15 days of adoption. National guidelines published in 2021 describe its structure:
- An analysis of how employees travel today, usually from a survey: where they live, how they travel, how far and when.
- An analysis of the transport available: public transport, cycle routes, parking.
- The measures, such as public transport passes, shuttles, car pooling, cycling incentives, flexible hours and working from home.
- The expected benefits, including fewer car journeys and lower emissions.
- Monitoring: how results are measured and the plan updated the next year.
The mobility manager
The company mobility manager prepares the plan, runs the employee survey, proposes and follows the measures, and works with the area mobility manager of the municipality, who coordinates the plans of the employers in the area. The role can be combined with another job, but the person needs the time and the backing of management to change how people travel.
Measuring commuting
The employee survey that the PSCL starts from also gives you the emissions of commuting, Scope 3 category 7 under the GHG Protocol, and business travel is category 6. Running the survey each year with the same questions shows whether the measures reduce car journeys and emissions, which the monitoring part of the plan asks for and which customers and banks increasingly ask about too.

A yearly cycle that works
The same rhythm each year keeps the plan useful.
- Run the employee survey in spring, with the same questions as last year.
- Calculate commuting kilometres and emissions by mode of transport.
- Review which measures worked and choose the next ones in autumn.
- Adopt the plan by 31 December and send it to the municipality.
- Use the same figures in your carbon footprint as Scope 3 category 7.
